When looking at the survey items that have the strongest correlation to Overall Rating, you are correct that nurses have a larger impact.  However, Value-Based Purchasing changes everything.  Under Value-Based Purchasing, all of the themes will have equal weight when it comes to reimbursements.  This means that the rating of your physicians will carry the same financial impact as the rating of your nurses, even if the correlations to Overall Rating vary.
